Position / Responsibilities Summary

Reporting to the Mayor and City Council, you will provide strategic vision, leadership and guidance on the general management of the corporation as well; participate in the overall direction of the municipality.

Key Responsibilities will include;

  • Acts as the chief advisor to Council on policy matters. In consultation with Deputy City Managers (CLT Executive) and the Corporate Leadership Team (CLT), makes recommendations to Council in respect of alternative policies, programs and procedures. Requires extensive external contacts.
  • Implements and executes strategic direction as approved by the Mayor and Council
  • Directly responsible for overall Corporate Administration and Financial Management.
  • Directly responsible for overall Corporate Risk Management.
  • Oversees development and monitoring of Corporate Operating and Capital budgets
  • Oversees collective bargaining process and administration of collective agreements. Oversees appointments, promotions, demotions, dismissals, etc. of affiliated and non-affiliated staff.
  • Oversees the management, including construction, maintenance and rehabilitation of all corporate property and facilities.
  • Serves as City representative on various external boards (i.e. CTT, WRTMC)
  • Ensure employees work in compliance with the Occupational Health and Safety Act, regulations, and Corporate Health and Safety Policies and Procedures, and to take every reasonable precaution to protect employees.
  • Demonstrates behavior in keeping with the Corporate Values – Integrity, Respect, Inclusiveness and Service and the Employee Code of Conduct.
  • Determines the strategic direction and overall goals of the corporation, subject to legal and political constraints.
  • Responsible for providing direction on complex matters and balancing local and regional priorities.

Candidate Requirements

As a successful senior executive, you are a proven consensus-builder with strong change management skills and the ability to influence a diverse group of stakeholders. You have implemented strategic plans, large complex initiatives and created opportunities for economic prosperity.

As our City’s most senior administrative official, you are committed to our city’s mission, values and vision of making Cambridge a place for people to prosper - alive with opportunity.

Key Qualifications and Experience include:

  • Possession of an undergraduate degree in a related subject, Masters Business Administration or Public Administration, and a related Professional Certification (CA, P. Eng., CHRL, LLB, RPP, etc.)
  • Minimum 10-12 years’ experience working as a CAO/City Manager of a smaller municipality or proven senior management experience in medium to large municipality.
  • Strong organizational, project management, time management capabilities and strong attention to detail.
  • Business and financial acumen with a strong understanding of local government (budgeting, procurement, etc.).
  • Proven Change Management experience.
  • Demonstrated tenacity and strength of character to ensure the efficient and effective completion of all mandates.
  • Superior written and oral communication, research, and presentations skills.
