Director of Operations and Infrastructure

The Township of Leeds and the Thousand Islands (Township), with a population of 9,500 permanent residents and thousands of seasonal residents and visitors, is a municipality within the United Counties of Leeds and Grenville. It is ideally situated along the St. Lawrence River within hours of two of the largest metropolitan areas in Canada, as well as the eastern seaboard of the United States. Reporting to the Chief Administrative Officer, the Director of Operations and Infrastructure provides strategic leadership, administration and oversight of the Public Works portfolio. The Director demonstrates a high degree of integrity and promotes public trust and service through excellent communication and public relations skills. The role leads the Operations and Infrastructure department, including strategic planning, leadership, management and administration of a broad portfolio encompassing municipal infrastructure, roads, parks, facilities, fleet maintenance, capital projects, water and wastewater, municipal drains and waste management.

As a member of senior management, the Director of Operations and Infrastructure develops, manages and implements strategies and plans, coordinates budgets, leads asset management planning and conducts needs assessments to achieve organizational goals and objectives. The Director performs statutory duties under the Ontario Municipal Act, Drainage Act, Public Utilities Act, Highway Traffic Act, Safe Drinking Water Act, Water Resources Act and other related legislation, and develops and implements Township policies and procedures while ensuring compliance with those policies, procedures and industry best practices.

The ideal candidate will be a Professional Engineer (P.Eng.) with a degree in engineering and registration with the Professional Engineers of Ontario or another Canadian provincial engineering regulatory body. Candidates who are Certified Engineering Technologists (CETs) with equivalent work experience will also be considered.

Candidates must have ten (10) years of demonstrated experience as a Professional Engineer (P.Eng.) or Certified Engineering Technologist (CET), as well as eight (8) years of demonstrated supervisory experience in Public Works and Environmental Services, preferably in a municipal and unionized environment. Experience preparing, analyzing and administering capital and operating budgets and working with a unionized workforce is also required.

Candidates must have working knowledge of municipal roads, facility management, water, wastewater and solid waste management operations; design concepts; provincial grant processes; applicable legislative and regulatory standards; labour relations principles and practices; and local government functions and responsibilities. A valid Class ‘G’ driver’s licence and the ability to deal effectively with all levels of staff and government, elected officials, consultants, developers, contractors, the general public and community organizations are required.
